Ну, если говорить "я собираюсь пойти за покупками", то <em>to </em>нужно. <em>To </em>в таком случае должно будет находиться из-за оборота "to be going to". Это оборот всегда с <em>to</em> используется.
1. I am going to go to the shop.
2. I am going to write a composition.
А если вы хотите просто написать "Я собираюсь:" и дальше нумеровать все эти действия, то следует написать вот так:
"I am going to:
1) go to the shop;
2) write a composition.".
