Once there were three Billy Goats: Big Bill, Will, and Little Billy. One day they decided to visit their favorite hill and look for something to eat. Before they could get there, they had to cross a bridge. Under it lived a troll. He liked to fight and especially liked to eat anything. Soon the Goats came to the bridge. Little Billy was the first to cross. The troll heard the pitter-patter of Little Billy's feet. The troll wanted to eat the goat, but Little Billy said, “Oh, no. I’m too small, but you’ll like my brother Will.”. The troll let him go and waited for Will . Soon the troll heard Will’s steps. The troll wanted to eat him, but Will said, "Oh, no. You should wait another". The troll let Will go and waited for Big Bill. Soon the troll heard the clump-clump of Bill's feet. The troll saw that he was perfect for dinner. Big Bill asked the troll to come up. Big Bill told him that goats were smarter and the troll got angry. They were arguing, Big Bill asked the troll to stand closer to him so he could hear better. When the troll got near the edge of the bridge, Bill gave him a push and the troll fell into the water. The Goats were able to cross the bridge, and nobody saw the troll again.<span>

The English word law refers to limits upon various forms of behaviour. Some laws are descriptive: they simply describe how people, or even natural phenomena usually behave, the others are prescriptive. Some of them are customs,some are rules we accept. And some are precise laws made by nations and enforced against all citizens within their power.
<span>Public laws establish the authority of the government itself, and civil laws provide a framework for interaction among citizens. </span>
Without laws, it is argued, there would be anarchy in society.
Sometimes laws are simply an attempt to implement common sense. <span>But in order to be enforced, common sense needs to be defined in law, and when definitions are being written, it becomes clear that common sense is not such a simple matter.</span>
In practice, governments are neither institutions solely interested in retaining power, nor clear-thinking bodies implementing justice and common sense. They combine many purposes and inherit many traditions. The laws that they make and enforce reflect this confusion.
